Governing Regulations for Grants and Contracts

This is a REd Asynchronous (online/self-paced) class.

Participants will gain knowledge of federal regulations related to the expenditure of funds on federal projects. Discussions on departmental post-award contract and grant administration will include compliance with the Federal Acquisition Regulations (FAR), Office of Management & Budget (OMB) Circulars (A-21, A-110, A-133), Uniform Guidance, funding agency rules, and University policies. Cost Accounting Standards (CAS) and the University's Disclosure Statement (DS2) will be described along with audit examinations and related legal issues.

Class Objectives: At the conclusion of this class, you should be able to:

  • Summarize the federal regulations set forth by the OMB circulars and cost accounting standards regarding funded projects
  • Identify where to find agency & University policies for Federal Acquisition Regulation (FAR)
  • Differentiate between allowable and unallowable costs
  • Identify the regulations for cost sharing/matching issues
  • Define the hierarchy of University and federal policies
