Policy
NIH requires that all trainees, fellows, participants, and scholars receiving support through any NIH training, career development award (individual or institutional), research education grant, and dissertation research grant must receive instruction in responsible conduct of research. This policy will take effect with all new and renewal applications submitted on or after January 25, 2010, and for all continuation (Type 5) applications with deadlines on or after January 1, 2011. This Notice applies to the following programs: D43, D71, F05, F30, F31, F32, F33, F34, F37, F38, K01, K02, K05, K07, K08, K12, K18, K22, K23, K24, K25, K26, K30, K99/R00, KL1, KL2, R25, R36, T15, T32, T34, T35, T36, T37, T90/R90, TL1, TU2, and U2R.

Update on the Requirement for Instruction in the Responsible Conduct of Research
RCR training is required for all NIH-supported trainees, fellows, participants, and scholars receiving support through any of the following programs:
- T-series (e.g., T32, institutional training grants)
- F-series (e.g., F31, F32 – individual fellowships)
- K-series (e.g., K01, K08, K23 – career development awards)
- R25 programs (when applicable)
- Other programs as specified in the funding opportunity announcement
Format of Instruction: Discussion-based instruction in the responsible conduct of research is expected to remain a key feature of RCR training and to include substantive face-to-face interaction among participants and faculty.
Frequency and Timing: Existing policy and guidance call for RCR instruction to be undertaken at least once during each career stage, and at a frequency of no less than once every four years.

NSF Training Requirements
Responsible & Ethical Conduct of Research (RECR)
Training is required in RECR not only as a responsibility to generate and disseminate knowledge with rigor and integrity, but also to:
- Conduct peer review with the highest ethical standards;
- Diligently protect proprietary information and intellectual property from inappropriate disclosure; and
- Treat students and colleagues fairly and with respect.
The AOR is required to complete a certification that the institution has a plan to provide appropriate training and oversight in the responsible and ethical conduct of research to undergraduate students, graduate students, postdoctoral scholars, faculty, and other senior/key personnel who will be supported by NSF to conduct research and that such training addresses mentor training and mentorship.
Mentoring Training
NSF guidance mandates that all mentors, including those who have been mentoring for years, must now receive training in RCR and mentorship to fulfill this requirement.
Research Security
NSF is committed to safeguarding the integrity and security of science while also keeping fundamental research open and collaborative. NSF seeks to address an age of new threats and challenges through close work with our partners in academia, law enforcement, intelligence, and other federal agencies. By fostering transparency, disclosure and other practices that reflect the values of research integrity, NSF is helping to lead the way in ensuring taxpayer-funded research remains secure.
