  NIH Training Requirements


The subject matter of RCR training and education includes:

  • research misconduct and questionable research practices
  • data management – i.e., data acquisition, record-keeping, retention, ownership, analysis, interpretation, and sharing
  • scientific rigor and reproducibility
  • responsible authorship and publication
  • peer review
  • conflicts of interest in research
  • mentor/mentee responsibilities and relationships
  • collaborative science
  • civility issues in research environments, including but not limited to, harassment, bullying, and inappropriate behavior
  • policies regarding laboratory safety, biosafety, and human and animal research subjects
  • views about scientists as responsible members of society
  • social and environmental impacts of research; and,
  • contemporary ethical issues in biomedical research

RCR Training Requirements

All NIH intramural researchers who have direct and substantive involvement in proposing, performing, reviewing, or reporting research, or who receive research training, are required to participate in some ongoing RCR instruction. This includes Senior Investigators; Tenure-Track Investigators; Staff Scientists and Clinicians; Emeritus Researchers; Research and Clinical Fellows; Pre- and Post-doctoral Fellows, including Visiting Fellows; Technicians; Research Nurses; Contractors; and Special Volunteers or Guest Researchers involved in these activities (see chart, below).

Policy

NIH requires that all trainees, fellows, participants, and scholars receiving support through any NIH training, career development award (individual or institutional), research education grant, and dissertation research grant must receive instruction in responsible conduct of research. This policy will take effect with all new and renewal applications submitted on or after January 25, 2010, and for all continuation (Type 5) applications with deadlines on or after January 1, 2011. This Notice applies to the following programs: D43, D71, F05, F30, F31, F32, F33, F34, F37, F38, K01, K02, K05, K07, K08, K12, K18, K22, K23, K24, K25, K26, K30, K99/R00, KL1, KL2, R25, R36, T15, T32, T34, T35, T36, T37, T90/R90, TL1, TU2, and U2R.

This policy also applies to any other NIH-funded programs supporting research training, career development, or research education that require instruction in responsible conduct of research as stated in the relevant funding opportunity announcements.

Update on the Requirement for Instruction in the Responsible Conduct of Research 

RCR training is required for all NIH-supported trainees, fellows, participants, and scholars receiving support through any of the following programs:

  • T-series (e.g., T32, institutional training grants)
  • F-series (e.g., F31, F32 – individual fellowships)
  • K-series (e.g., K01, K08, K23 – career development awards)
  • R25 programs (when applicable)
  • Other programs as specified in the funding opportunity announcement

Format of Instruction: Discussion-based instruction in the responsible conduct of research is expected to remain a key feature of RCR training and to include substantive face-to-face interaction among participants and faculty. 

Frequency and Timing: Existing policy and guidance call for RCR instruction to be undertaken at least once during each career stage, and at a frequency of no less than once every four years.

  NSF Training Requirements


Responsible & Ethical Conduct of Research (RECR)

Training is required in RECR not only as a responsibility to generate and disseminate knowledge with rigor and integrity, but also to:

  • Conduct peer review with the highest ethical standards;
  • Diligently protect proprietary information and intellectual property from inappropriate disclosure; and
  • Treat students and colleagues fairly and with respect.

The AOR is required to complete a certification that the institution has a plan to provide appropriate training and oversight in the responsible and ethical conduct of research to undergraduate students, graduate students, postdoctoral scholars, faculty, and other senior/key personnel who will be supported by NSF to conduct research and that such training addresses mentor training and mentorship.

Mentoring Training

NSF guidance mandates that all mentors, including those who have been mentoring for years, must now receive training in RCR and mentorship to fulfill this requirement.
